In the crowded city of Tempest, merchant houses compete to control the flow of food, supplies, and luxury goods. Players deploy agents to purchase goods from arriving ships, store them in warehouses, and sell them to markets for profit. They also seek political influence through senatorial favors and other forms of skulduggery. Goods are acquired through auctions, while crowns fund further operations and favors provide victory points. The merchant house with the greatest combination of wealth and influence wins control of Tempest’s trade.
