Musha Shugyo #2: Minor Clans
This supplement focuses on the minor clans of Rokugan, established after the founding of the Empire and placed under the Emperor’s protection. Although the Great Clans are forbidden from waging offensive war against them, minor clans become involved in many of the Empire’s major conflicts.
