Pandemic: Government Shutdown

A government shutdown leaves the team unable to respond as an outbreak spreads. Players cooperate to manage the crisis, coordinate limited resources, and contain disease before the situation becomes unmanageable. This scenario uses a predetermined setup for the Pandemic system.
