A Power Level 11 Rogue and recurring criminal, this villain is a massive, powerful figure covered in a tar-like substance. The viscous coating protects against harm and clings to anything it touches, making close-quarters combat difficult and supporting a range of criminal schemes. Interests in street racing and get-rich-quick plans bring the character into conflict with heroes, while repeated poor choices can lead to further encounters in any campaign.
