Each scenario depicts an action in which a citizen of the British Empire received the Victoria Cross. The issue includes 24 pages of designer notes and articles, including a feature on the Victoria Cross, along with scenarios SP61–SP72. The first two scenarios use traditional counter artwork, while the remaining scenarios use generic counter descriptors.
