Shoals of Intrigue
In the coastal cities of Flundspoor and Blakemire, political tensions and espionage threaten to spark a war. A spy carrying information about a possible alliance has vanished after his ship was lost at sea, and several factions seek to recover his message. The player characters investigate the shipwreck, track down the missing spy, and uncover the forces working to keep the cities divided. This adventure is designed for four 8th-level characters and can be placed in a coastal campaign setting.
