In late 14th-century Reval, players seek the support of three influential forces: the Teutonic Knights, the church and monasteries, and the merchants. Each player has an identical set of double-sided cards. Each round, players secretly choose which half of a card to use, then reveal and add their cards to overlapping displays. Influence symbols determine control of the different groups, with comparisons against other players awarding points during the game and at the end. Some cards provide immediate scoring, but using them can reduce the strength of the display. Cards removed from play also contribute to final comparisons.
