Modrons gather in the Moonwatch Hills to construct a strange, unstable tower from items both valuable and worthless. Characters investigate the swaying structure, its builders, and the mysterious purpose behind the project. This 2–4 hour adventure is designed for Tier 1 characters and optimized for an average party level of 3.
