Players take the roles of corrupt politicians who try to accumulate as much personal cash as possible. Each round one player acts as president and proposes a distribution of funds from the treasury; players then negotiate, use bribes, and issue blackmail before voting on the proposal. If a majority rejects the plan the president is forced to resign and the next player assumes the presidency. Play revolves around negotiation, coalition-building, and tactical use of bribery and blackmail to secure favorable payouts.
