Cities: City Achievements and Theaters

Adds new neighborhood options and a small theater mini‑expansion to the base game. Includes 11 double‑sided city achievement tiles depicting pairs of cities from various countries, offering new scoring goals. Theaters introduces four theater tokens that players can acquire once per game by discarding a taken Monument or Special feature tile, then place on a city space. At game end, each theater scores one point for every building in its row or column that matches the theater’s color.
