Fineous Frost

A Power Level 10 rogue and former convict, this supervillain can create and manipulate areas of intense cold. Publicly, he presents himself as a reformed criminal establishing a business in the heroes’ hometown, while secretly directing a criminal operation from behind the scenes. The character supports detective-focused plots in which heroes unravel his network, and can hold grudges against heroes connected to opponents from his past. His unexplained powers result from external chemical manipulation, marked as a “Gold” file in the Beacon City setting, but he can be added to other campaigns with little alteration.
