Players take on roles as politicians in the Continental Congress, generals in the field, envoys abroad, and executive officeholders during the American Revolutionary War. Across three linked games, they plan military operations, secure financing, manage political issues, and work to keep the nascent republic independent from British forces. Military units are represented on the map, Congress exercises executive power through committees, and players can collectively draft a constitution that affects later play. Automated rules control British fleets and armies, while additional Statesmen, Actions, Issues, and Events expand the game.
