Players move fleets across a strategic map divided into sea zones, attempting to locate opposing forces. When fleets meet, play shifts to a tactical map for ship maneuver and combat, with special overlays representing Port Arthur and Chemulpo. Japanese armored cruisers and torpedo boats face a mixed Russian fleet of modern battleships and older ironclads.
