Its power comes from money, machine programming, and manipulation rather than heavy weapons. This army adds units and tactics to the base game. Agitators can bribe adjacent enemy units, forcing them to attack other units and potentially turn against their own side. The pack expands the base game with a distinct faction focused on control and deception.
