Empires: Builder Expansion

An expansion for a colonial-era strategy game adds the Builder specialist, 20 new Capital Buildings, and components for a sixth player. Builders increase victory points from a region when sent to the New World and reduce the cost of Capital Building actions. New buildings provide permanent or one-time benefits, including money, specialists, and trade goods, with some costing nothing. Optional historical-start rules give each nation a special ability and starting buildings. The expansion also introduces the Mint and Overpopulation rules.
