Star Scrappers: Orbital Envoys Expansion

Adds a set of envoy and VIP cards that expand the available card pool and introduce new immediate and persistent effects. Each card grants a specific ability when played or while active: some deal instant damage to modules, some retrieve or discount cards, others provide crew, money, victory points, or cost reductions for repairs, science, or market purchases. A few offer protection against sabotage or money loss. Players integrate these cards into deck- and market-based play to alter resource costs, instant gains, and defensive options during drafting and orbital building.
