Wherefore the Heroes?

This roleplaying supplement explores why authorities may not be able or willing to resolve problems in otherwise civilized societies. It provides reasons for involving mercenaries or adventurers instead, offering scenario hooks that explain why official agents are absent, ineffective, compromised, or distrusted. The ideas are written for science-fiction settings but can be adapted to fantasy and other genres.
