Set in pre-revolutionary Cuba, players run businesses that produce, trade and ship goods while competing for economic and political influence. On each turn, players manage production, load merchant ships, and sell on the domestic market to earn income and points. They also build structures such as distilleries, hotels and banks that grant persistent abilities and scoring opportunities. Players draft and deploy delegates to Parliament to pass Acts that change game rules and create new strategic options. Victory points come from shipped goods, constructed buildings, enacted legislation and other endgame bonuses.
