Step into the shoes of a corrupt elected council member, scheming to siphon the city’s budget for personal fortune and prestige. Players propose city projects and secretly bid cards to fund them. The highest bidder takes the credit, while any surplus is shared among contributors. Earnings can be invested in fortune, which brings prestige but also annual taxes. After four years, or when the budget runs dry, poor cash management and excessive greed can lead to financial ruin, disgrace, or arrest in a corruption scandal.
