Players take the roles of mercantile families in Carthage across five decades, assigning servants each round to earn income, acquire goods, or load cargo onto incoming merchant ships. Choices include chartering private vessels, investing in harbor influence to affect ship placement, and pursuing intrigue to gain access to the palace courts. Gameplay revolves around worker placement, resource management, and timing shipments to grow a commercial network and convert wealth into political influence. The player with the most influence in the palace at the end of the fifth decade wins.
