Merchant houses withdraw their guards, crime increases, and unknown enemies target the town’s water supply while a templar investigates Sartaj’s claim to leadership. The adventurers escort the templar to Altaruk, protect the caravan from attack, and uncover threats to the town’s stability. Their actions involve investigating the merchant houses, dealing with rising tensions, and defending Sartaj’s rule against those working to undermine it.
