Build-a-Foe: Cultist

A 5E-compatible toolkit for creating cult adversaries with distinct identities and unwavering loyalties. A two-dial system combines a foe’s level and cult type to generate a complete opponent, with optional backgrounds, loyalty traits, and spellcasting for greater depth. The toolkit includes six cult types, eight ready-to-run cults, player feats for hunting them, story hooks, four complete stat blocks, and a sample campaign. Cults can scale from small local groups to conspiracies spanning an entire campaign.
