Civil War: 50 States Initiative

This event supplement expands a superhero roleplaying campaign set after the Superhuman Registration Act. At Camp Hammond, newly registered recruits train alongside established heroes as part of the Fifty State Initiative, while captured villains serve in the Thunderbolts by hunting unregistered superhumans. The supplement also explores the mercenary Heroes for Hire and includes adventure material, new story content, and playable datafiles for Initiative recruits, Thunderbolts, Heroes for Hire, and Nextwave.
