A sourcebook for the second edition of Mutants & Masterminds featuring more than 50 supervillains, monsters, power-mad sorcerers, and would-be conquerors. It includes detailed criminal profiles, four complete villain headquarters, a selection of villainous devices, and an introduction to the META-4 Universe. The villains provide opponents and threats for superhero roleplaying adventures.
