Dune: The Landsraad Maneuver

Adds the Landsraad faction to the game. The Landsraad begins with 20 tokens in reserve, 30 spice, and three free revivals, with Influence over most major powers except the Fremen. During either the revival/movement or battle round, it may order one player to hold in place, preventing movement and deployment or attacks for that round. It cannot use Influence in both rounds of the same turn and cannot ally with the Fremen. As an optional ability, it may restrict one non-sietch territory for a turn, forcing most other tokens to leave and preventing them from entering. The faction includes five leaders with values from 1 to 6 and associated Karama rules.
