Gary, Indiana is a dying city where abandoned buildings, unemployment, and a shrinking population leave few mortals to sustain its remaining vampires. Prince Modius and the Anarch Juggler set aside their rivalry long enough to devise a plan to restore the city's importance to the Kindred, each seeking credit for the results. A Giovanni named Maria DiMatto moves to exploit the conflict.
