Encounter Generator: Urban, Rough (Fantasy)

A fantasy city’s rough district becomes the setting for unpredictable trouble. Choose a danger level from 1 to 3, then roll a d100 on the corresponding table. The result directs further rolls on additional tables to create a complete urban encounter.
