Ends and Means

The crew travels to Tolen IV, a Federation protectorate near the Romulan Neutral Zone, to mediate between rival factions. One side seeks continued Federation protection, while the other demands independence and control of the planet’s valuable mineral resources. Players use diplomacy, negotiation and investigation to pursue a peaceful settlement while responding to shifting events. The mission can lead into intrigue and action as the dispute threatens to become a civil war.
