A collection of criminal opponents and cosmic threats for superpowered roleplaying campaigns. It includes minions, masterminds, and major menaces with powers, resources, and ambitions suited to different levels of challenge, along with adventure ideas for heroes to confront them. A gang generator creates themed criminal groups with archetypes and example gangs, while the characters are compatible with material from Adversaries.
