A supplement for the Mutants & Masterminds superhero roleplaying game, this book provides optional, advanced, and variant rules for customizing campaigns. It expands hero creation with revised power-level limits, new feats, and additional character options; offers guidelines for creating and modifying powers; and adds rules for challenges, tactical movement, flanking, specialized attacks, and other combat maneuvers. Game Masters can use these tools to adjust the system, develop new settings, and tailor character and power design to the needs of a campaign.
