Set in 1962 during the Cold War, players are covert operatives recruited by the CIA to investigate and stop a Soviet bioweapon program. Players travel the globe using aliases to move between Allied, Neutral, and Soviet cities, complete mission objectives, neutralize enemy agents, and place friendly assets to support operations. Play proceeds over a twelve-month campaign in which completed games introduce new cards, rules, and persistent changes; aliases and contacts develop over time and the CIA monitors team performance. Players coordinate actions, manage threats spreading across the board, and pursue long-term goals that shape future sessions.

How many agents does each player get during setup?
Place agents according to the setup numbers for player count — the rules use a 3 / 2 / 1 deployment as shown in setup (page 8).
When and how do I add Escalation cards to the player deck?
Add the Escalation cards during player-deck setup: split them into the five piles and reassemble the player deck with those piles as instructed (page 9).
What does MOP UP do and when do I do it on my turn?
MOP UP is performed on your turn as part of the turn sequence and removes agents in cities that have active teams before you draw player cards (page 13).
If a target is 'unknown', how do I acquire it and place teams or stickers?
When acquiring an unknown target you reveal the city per the Identify/Acquire rules, then place the team in the revealed city and apply any L–U sticker placements as shown in the example (page 12).
What happens when an Incident is drawn — can Incidents chain?
Resolve the Incident by placing its token and then draw the bottom Threat card to apply effects; Incidents can chain, and you continue resolving chained Incident effects as described (page 14).
What if I exceed my hand limit after drawing — can I use Event cards to avoid discarding?
After drawing you must reduce to the hand limit by discarding immediately; Event cards are played according to their own timing rules but you still must end the draw step at or below the hand limit (pages 13, 15).
