A system-neutral toolkit for creating useful patrons and dangerous antagonists in a science-fiction role-playing campaign. It provides tables and prompts for developing NPC motives, capabilities, power sources, distinguishing characteristics, and adventure or employment hooks. Written for a star-spanning setting, the tools can also be used with other role-playing systems and science-fiction settings.
