Project Mindwar

This supplement introduces five super-villains for a Mutants & Masterminds campaign. All are escapees from a secret military research laboratory developing psychic weapons, and each possesses dangerous mental powers. Their crimes include assassination, drug trafficking, airborne hijacking, and desertion, providing opponents and adventure hooks for superhero campaigns.
