Street Villains Vol. 1

This supplement for Mutants & Masterminds Third Edition provides three pre-made street-level villains: The Clown, Hush Hush, and Chrome Dome. Each includes a detailed character sheet and guidance for incorporating the villain into an ongoing campaign. The characters can be used as written or adapted as inspiration for custom villains.
