This supplement for Mutants & Masterminds Third Edition provides three pre-made street-level villains: The Fixer, Smooth Operator, and Maximillion Powers. Each includes a detailed character sheet and guidance for incorporating the character into an ongoing campaign. The villains can be used as written or adapted as inspiration for custom characters.
