The City of Lies

Players escort and assist an Imperial auditor in Ryoko Owari, the City of Lies. What begins as a simple assignment becomes increasingly complex as they navigate a city where appearances are deceptive and nothing is quite as it seems. Designed as a one-round adventure for low-rank characters.
