Edo Promo #1: Special Authorization Cards

This promotional expansion adds two special authorization cards to the game. They introduce the Charter action, which allows a player to choose an action from one of their unused action cards instead of taking the Charter action. This lets the final action be selected after seeing how the turn develops.
