Harbour: High Tide Expansion

This expansion adds new buildings with special icons and boats as a new card type to the Harbour game. Some buildings grant an immediate bonus action when purchased, while second-story buildings can be built independently or added to an existing building at a reduced cost. Second-story buildings do not count toward the game-end condition. Boats are purchased from the center by sending a worker there and spending goods, then returned to the center later to help pay for a building.
