Players take the roles of corrupt governors on a newly discovered planet, competing to enrich themselves while shaping a fledgling society. Through card play and resource management, players build city districts, broker shady deals with corporations, manipulate the media, and curry favor with political factions to advance personal agendas. Actions generate income and influence but also costs and risks; the game tracks public support and political standing as players jockey toward a presidential runoff. Victory is determined by who has amassed the most government funds and personal wealth by the end of the game.
