Power Grid: High-Voltage DC Transmission Passage C

Adds a future high-voltage DC transmission corridor across the Germany map that gradually removes connection costs between the northern and southern endpoints as the line is built. Players cooperate in building the transmission line step by step, while still competing as power companies to supply cities. The expansion introduces a shared construction track that changes network connectivity and requires players to pay a tax when using the newly served cities until construction is complete. Designed as a small map-specific add-on, it integrates with the standard Germany setup and modifies routing and cost dynamics without changing core game phases.
