Play proceeds Planning, System, Activation, Engagement, End; during Activation ships execute maneuvers and perform actions in initiative order starting with the lowest initiative, while during the Engagement Phase ships attack in initiative order starting with the highest initiative (Rulebook pp.5,7).

A stressed ship cannot execute red maneuvers or perform actions; if a stressed ship would execute a red maneuver, it instead executes a white [2 ↑] maneuver (Rulebook p.7; Rules Reference p.22).

If a ship would overlap another it partially executes the maneuver (backs up) and then suffers overlap effects: overlapping a friendly roll an attack die for possible critical and skip your Perform Action step; overlapping an enemy gives the enemy a limited immediate action and you skip your Perform Action step (Rules Reference p.16).

To declare a target the defender’s base must be in the attacker’s firing (or attack) arc and at range 0–3; the attack range is measured from the closest point of the attacker to the closest point of the defender that is in the attack arc (Rulebook p.7; Rules Reference p.5).

If an attack is obstructed by an obstacle the defender rolls one additional defense die; a ship that "ignores obstacles" does not apply obstacle effects to its attacks (so the extra die is not gained by that attack), though the obstacle still exists for other checks (Rules Reference pp.16,34).
