Europe in Turmoil: Prelude to the Great War

Two factions compete for influence across a late-Victorian map of Europe and North Africa, with one side representing liberal and socialist movements and the other representing authoritarian empires. Players play cards to conduct political actions, form alliances, and contest control of client states while advancing national agendas. A tension track rises as historical crises occur; increased Tension forces Crisis rolls that can trigger the outbreak of a general war. A separate naval arms race simulates the Dreadnought competition and offers strategic benefits. Gameplay emphasizes hand management, event timing, and area control, with a final resolution if a continental war breaks out.
