Fleet: Inuit Fisherman

This expansion adds eight Inuit Fisherman cards to Fleet, representing Inuit fishers from Nunavut, Canada, who fish in Ridback Bay without a license. An Inuit Fisherman can launch without a license and does not require a captain. The boat still catches fish and counts toward applicable launch, captain, and victory-point bonuses, adding flexibility to fleet development and scoring.
