Frank Lenovese runs the most successful crime organization in the city while secretly operating as a supervillain. With the ability to stretch, flatten himself, and disguise himself as almost any object, animal, or person, he infiltrates secure locations, gathers intelligence, and eliminates threats within rival gangs and law enforcement. Players control heroes working to stop Lenovese and prevent his criminal empire from taking over the city.
