Solve Chicago's sanitation crisis by raising the city's buildings and creating space for a new sewer system. Place tiles to claim resources, compete for building projects, and spend those resources to complete them. Add completed project tiles beneath buildings on the board, earning points for strategic placement, contributing the most work in a ward, and meeting council demands.
