Builder's High

City-building card game in which players construct buildings by paying their exact costs with budget cards, leaving no waste. Players take budget or construction cards, build structures, manage their hands, and read opponents’ plans while working toward one of several city planning goals. Building cards provide effects that can help or hinder development, and completing a plan is not enough: all cards in hand must eventually be used. Efficient resource and hand management determines the outcome.
