It examines how compacts and conspiracies respond to vampires’ enslavement and predation, and introduces new groups, including the hunters of the Cainite Heresy. The book provides new Tactics, Merits, Endowments, and Rites of Denial for vampire-hunters, along with tools for Storytellers to create vampires using expanded folklore options. It also presents Philadelphia as a setting of conflict among vampires, hunters, and rival factions.
