Adds 48 new cards that expand the base game with characters, ventures, territories and buildings that interact across players. Players play cards that can affect opponents’ actions and options, introducing direct interference and new strategic responses. The cards evoke darker, clandestine elements of the city and offer tools for punishing or disrupting others while pursuing one’s own engine-building and resource management goals.
