The Queen's Dilemma
Players sit on the Queen’s Council and guide their chosen persona through a branching political narrative across a campaign of linked scenarios. Each player controls a character with unique abilities, holdings, secret objectives and personal story paths, and they vote on Dilemma cards that present crises and policy choices affecting the realm. Decisions shift six opposing ideological axes, alter the kingdom map, unlock new rules and reveal long-term consequences tracked by keywords. Players also manage resources, develop buildings, trade, and mobilize military or civil power to protect their interests as the story evolves over multiple sessions.

Can I change sides or start voting again after I pass?
No. Once you vote, you may only raise on the same side or stay; once you pass, you cannot re-enter the current vote. (Rulebook, pp. 23–24, 26)
Who becomes the Leader during voting?
At the end of a voting turn, the player with the most Power on their Voting tile immediately takes the Leader token; a tie for the highest amount is not enough. The Leader token determines when the Voting Phase ends. (Rulebook, pp. 24, 26)
What happens if the vote is tied?
The Moderator chooses whether AYE or NAY wins. If the Leader is on the losing side, the Leader token passes to the player on the winning side who invested the most Power, with the Moderator breaking any tie. (Rulebook, p. 27)
Do I get my Power back after voting?
Power played by players on the losing side returns to their Treasuries, while Power played by players on the winning side goes to the Power Pool. Power used to Gather Power is distributed separately during pass-action cleanup. (Rulebook, p. 28)
Can I look at the back of a Dilemma card before I’m told to?
No. Keep the Dilemma deck face-up and do not read a card’s back until the rules explicitly allow it during Dilemma resolution. (Rulebook, pp. 21–22, 29)
Do all my Buildings produce Resources every round?
No. Only Buildings matching the color of the current game on the Timeline are productive; the base Building of a Region counts as a Building for this purpose. (Rulebook, p. 18)
