Two factions clash in an asymmetric struggle for control of five City Districts. One side conducts covert operations, completes missions, and spreads dissent; the other side uses superior resources and military force to suppress uprisings and maintain order. Players alternate actions to move operatives, gather intelligence, and resolve conflicts across the map while managing hidden objectives and public influence. Victory depends on completing faction-specific goals: mission success and district control for the insurgents, or containment and stability for the regime.
